At the request of the Public Ministry of the State of Piauí (MPE-PI), the right to judge of the 2nd Court of Campo County Mayor, Julio Cesar Menezes Garcez, granted an injunction to block the accounts of the former mayor of Sigefredo Pacheco, João Gomes Pereira grandson and businessman Francisco Galdino de Sousa. 

The civil action for improper conduct was filed by MPE requesting blocking the amount of R $ 39,922.32 (thirty-nine thousand nine hundred twenty-two reais and thirty-two cents), for the total value of the accounts of the two investigated. According to the complaint, João Gomes, then mayor of Sigefredo Pacheco hired Francisco Galdino company to provide services in the field of construction without a bidding process, in 2009, between the months of March and November. The amount paid by the city was R $ 25,906.60.

According to the MEP, this exemption bidding affront to the principle of legality, morality and efficiency, considering that the Public Administration is required to hold bidding process for procurement of goods and services. According to the law, the bidding is waived only in two cases, or when it exceeds the value of R $ 8,000.00, or when there is no competition.

The decision is the day December 17, 2015 and was published in the electronic diary of the Court. The judge asked the defendants to be notified if they want to present preliminary defense.
